摘 要 《中国共产党农村基层组织工作条例》规定：“乡镇党的委员会和村党支部是党在农村的基层组织，是党在农村全部工作和战斗力的基础，是乡镇、村各种组织和各项工作的领导核心。”作为农村基层党组织，村党支部是贯彻“三个代表”重要思想的组织者、推动者和实践者.要全面推进建设中国特色社会主义新农村的伟大事业，就需要加强对村党支部的民主建设，而民主选举是民主建设中的一项主要内容，也是党内民主的一项根本制度，是党内民主发展程度的重要标志。当前，我国农村党支部的选举状况总体是上良好的，但也存在着一些问题，例如：候选人提名方式的不足；对候选人的介绍不到位；选举中的差额竞争原则没有得到有效的贯彻；存在拉票行为等。这不仅制约着村党支部选举的建设，从而阻碍农村基层民主政治的建设和发展，严重制约着农村经济社会的建设和发展。这些问题是由农村经济发展水平低，村民的整体文化水平不高，选举制度的不健全等因素造成的。只有努力促进农村经济的发展,加强村民的政治民主教育，健全和完善选举制度，才能较好地解决以上问题，最终实现村党支部选举的科学化和民主化。关键词：村党支部 选举 候选人 选举人
The Election of Village Party Branches in the Existing Problems and CountermeasuresABSTRACT'Communist Party of China Countryside Basic-level organization Work Rule' stipulated that: “the villages and towns party's committee and the village party branch is the Basic-level organization of the party in the countryside, is the foundation of party party's whole rural work and battle efficiency, is the core of leadership in various organizations and works at towns and villages.” As the countryside Basic-level party organization, the village party branch is the organizer, promoter and practitioner to implement the important thoughts of 'The Three Represents'. To comprehensively promote the great cause of building new socialist countryside with Chinese characteristics, we need to strengthen the democratic construction of the village party branch. Democratic election is a key element in the building of democracy, is a fundamental system of inner-party democracy, is a important symbol of the development degree of inner-party democracy. Presently, the election condition of our Countryside Party branch is good as a whole, but also has some problems. For example, the way of the present candidate nominate exists question, it isn’t comprehensive to candidate's propaganda, it doesn’t implement the election of differential competition principle with effective, it exists the behavior of campaign for votes and so on. Not only these restrict the construction of the village party branch election, hindering the construction and development of the countryside democratic politics at the grassroots level, seriously restricting the construction and development of rural economic society. These questions were caused by many factors, such as, low rural economic development level, low cultural level of the villagers as a whole, the distemperedness of electoral system and so on .Only through diligently promoting the rural economy development, strengthening villagers' political democracy education, improving and perfecting the electoral system, we can well settle these questions which were noticed above and realize the village party branch election’s scientific style and democratic style.
